born in 1818, was a member of the Texas Legislature from 1847 to 1849. He represented Texas in the U.S. Congress as a Democrat from 1857 to 1861. He was Postmaster-General of the Confederacy from 1861 to 1865. He again served in the U.S. Congress from 1875 to 1887, and was a Senator from 1887 to 1891.
